The mission of NIFU STEP is to be a national resource centre for studies of the relationships between competences and technological development on the one hand and cultural, social and economic change on the other. The main focus is on studies of education, research and innovation.

Increase in R&D expenditure in Norway

According to preliminary R&D statistics for 2008 the R&D expenditure in Norway amounted to 41.2 billion NOK this year, which is 10 per cent increase in current prices compared to 2007. However, there is a small decrease in the R&D/GDP ratio.

In a paper presented to this year’s EAIR Forum in Innsbruck prof. Lee Harvey from the Higher Education Academy of the UK and Bjørn Stensaker from NIFU STEP discuss how the concept of quality culture can be understood. Their critical discussion of the concept traces the roots of “quality culture”, the links to policy and governance of the sector, and introduces a more theoretical perspective for relating “quality culture” to the processes of teaching and learning.

In 2006 there were 905 doctoral dissertations at Norwegian universities and university colleges. This is more than in any previous year. The women percentage drops from 40 in 2005 to 38 in 2006. Every fourth doctor has a non-Norwegian citizenship.
Close to 30 billion NOK for R&D expenditure in Norway in 2005

The EU research project PUBLIN – on innovation in the public sector – delivers its final report

Publin, a three year long research project on innovation in the public sector, has delivered its final report to the European Commission.
The overall objective has been to contribute to the knowledge base for the European and national policy development in this area. This applies to the need for a broad based holistic innovation policy that goes beyond the call for reform and increased efficiency and looks at learning and creativity in public institutions and at their interaction with private and non-governmental organisations and with various knowledge institutions.
The Publin team consists of researchers from 10 institutions in nine European countries, and has been led by the Norwegian research institute NIFU STEP. The study consists of literature reviews, case studies of innovation in the health sector and in social services, interviews and surveys and more.
